Wyoming Electronic Records Guidelines

The following Electronic Records Guidelines are provided to assist Wyoming state agencies and political subdivisions in the management of their electronic information. The Wyoming Public Records Act - WPRA (Wyoming Statutes 16-4-201 through 16-4-205) defines public records as those "...that have been made...or received...in connection with the transaction of public business, except those privileged or confidential by law." The WPRA requires: "All public records shall be open for inspection by any person at reasonable times, except as provided in this act or as otherwise provided by law, but the official custodian of any public records may make rules and regulations with reference to the inspection of the records as is reasonably necessary for the protection of the records and the prevention of unnecessary interference with the regular discharge of the duties of the custodian or his office." The WPRA applies equally to both traditional forms of records and to those records which are created and managed electronically. These guidelines are continually being updated and added to as the best practices for the management of electronic records evolves.
